The recent fire at Wang Fuk Court, Tai Po, Hong Kong, has exposed the lack of flame retardancy of chemical building materials and the monopoly of the petrochemical industry. In China, except for the Beijing-Shanghai high-speed railway, which was strongly controlled by the government with the means of central planned economy to maintain its status as a listed company, most other lines of the high-speed rails were in the state of losses. When China's high-speed railway entered the Indo-China Peninsula, the odds were great that it could not survive. Therefore, from the perspective of project investment analysis, that was the present value of cash flow model analysis, it was unqualified. When the project itself was losing money, then if the private investment was wanted, the governmental subsidies in various forms had to be provided year after year. As a result of that, it was more beneficial if the state-owned railway company was directly controlled by the government. That meant the government had to pay more costs to maintain the private status of its high-speed rail companies. For that reason, most of China's high-speed rails were currently structured as state-owned, though loss-making, enterprises.
